Dr. Johannes Caspar is currently a Lecturer at the Bucerius Law School, and previously held the position of lecturer and professor at the Faculty of Law at the University of Hamburg.
From 2009-2021, Dr. Caspar was the Hamburg Commissioner for Data Protection and Freedom of Information, and prior to this was the Deputy Head of the Parliamentary Research Services of Schleswig-Holsteinischer Landtag/Kiel. He received his doctorate in law from the University of Göttingen in 1992 with a dissertation on Jean-Jacques Rousseau’s philosophy of law and state
